脳の障害で脳から指令が出なかったり、伝達神経が損傷したりすることで、滑らかで明瞭に話すことが難しくなります。出生前から生後１か月までの脳の病変によるものを脳性まひ、成人期の脳腫瘍、頭部外傷などによるものを運動障害性構音障害といいます。

Absence of commands from the brain due to brain damage or damage to the communicating nerves makes it difficult to speak smoothly and intelligibly. Those caused by brain lesions from prenatal to one month of age are called cerebral palsy, and those caused by a brain tumor or head trauma in adulthood are called dysarthria.
「私の言語ヒストリー」で登場する小泉祥一さんと堀江菜穂子さんは、脳性まひです。
小泉さんは豊能障害者労働センターのセンター長として、堀江さんは詩人として活躍しています。
In “Me and My Language”: KOIZUMI Shoichi and HORIE Naoko, have cerebral paralysis. Mr. Koizumi works as the Director of the Toyono Labor Center for the Disabled, and Ms. Horie is known as a poet.
